Terrorism
Awareness and Prevention

average-looking teenager, a family-oriented parent; a respected
community figure—the most inconspicuous and least-suspecting person
might be a threat to your community. The Terrorism Awareness and
Prevention (TAP) program trains and educates people to
objectively recognize the signs of terror – and not confuse them with
race, religion, or background. The
program, developed as a crime prevention & safety initiative by the Pennsylvania Commission on Crime and
Delinquency (PCCD) in partnership with the Pennsylvania Department of
Health, was born out of
the events of September 11. Law enforcement, emergency responders, and
intelligence agencies learned that they needed the eyes and ears of the
community to alert them to suspicious activities. Donald
Numer, training supervisor for PCCD, presented an overview of the
program to 16 Red Cross volunteers in eastern Montgomery township, on
Wednesday, June 1. Mr. Numer explained that the three goals of the program
are to help citizens understand the threat to our society, their part
in protecting their community, and common sense measures they can take
to enhance their own security. There
are more than 2,000 instructors who have been trained to present this
one hour program to community groups, volunteer and professional
organizations, and government workers across Pennsylvania. If you are
